Yes, four. IGN, reporting its interview with Rockstar North co-studio head Rob Nelson, says the developer considered four lead characters before settling on a criminal couple. GTA 5 shipped with three. Rockstar itself has said nothing about the abandoned option beyond that.
In the Leonida Keys, with Jason working for local drug runners and living rent-free at Brian Heder's, and with Lucia fresh out of the Leonida Penitentiary. Rockstar's bios put both at a turning point: Jason thinking it might be time to try something new, Lucia committed to a plan no matter what it takes.
