Rockstar introduces Lucia through her father: he taught her to fight as soon as she could walk, and life has been coming at her swinging ever since. Fighting for her family is what put her in the Leonida Penitentiary. Sheer luck is what got her out.
The good life her mother has been dreaming of since their days in Liberty City - but Lucia has no interest in half-baked fantasies. She intends to take it. Fresh out of prison and committed to her plan, whatever it takes.
Lucia is the first woman to carry a Grand Theft Auto story - written, voiced, a lead. The 1997 original let you pick a woman from a list, and GTA Online lets you play one, but none of them had a line or a personality. That is the headline change to the series, twenty-nine years on.
The two leads are set against each other as much as alongside. Rockstar frames Jason as someone who wants an easy life and Lucia as someone who has stopped waiting for one. A life with Jason, in Rockstar's words, could be her way out.

Lucia is the biggest change to the GTA formula in nearly thirty years, and Rockstar has built a backstory that earns it - prison, a family she fights for, a mother's dream carried down from Liberty City. What I want to see is whether the game lets her be the one with the plan. In Rockstar's own bio, she already is.

Rockstar ties her family to Liberty City. The bio says her mother has dreamed of the good life since their days in Liberty City, which places the family there before Leonida. It does not say where Lucia was born or when they moved.
The good life her mother has dreamed of since Liberty City - and rather than wait for it, Rockstar says she is prepared to take matters into her own hands. Fresh out of prison and ready to change the odds in her favour, she is committed to her plan no matter what it takes.
The first with a written, voiced lead role - not the first playable woman. Kotaku's record: the 1997 original let you pick from four women, the Game Boy Color port of GTA 2 added two more, and GTA Online lets you play one, none of them voiced or given a personality. Lucia is the first woman to carry a GTA story.
Fighting for her family. Rockstar's bio says that is what landed Lucia in the Leonida Penitentiary and that sheer luck got her out. The charge, the sentence and how long she served are not stated. She is out at the start of the story and, in the bio's words, has learned her lesson: only smart moves from here.
